I say "best holiday photos"! This category has a number of possibilities that could include cute kids and funny family moments and so much more!
I think you should have the "Best holiday photos" as your next contest. Families get crazy around the holiday's so you'll probably end up with some great pictures.
For years my home town paper, The Ware River News (Ware, MA) has run a "where is this" photo contest.
A picture is taken of a close-up, or detail of a familiar place or object in town, and subscribers try to guess where it is.
This removes the "stacking" of votes for friends' pictures, yet still gives the editor an idea of the readership out there and may add to circulation.
I would be much more than glad to take a number of photos for the Ledger if you choose to try out this format.

I like Pete's idea about "where in town is this? as it does prevent stacking the vote and it is alot of fun.
During the holidays I'd run a Christmas Trees photo contest for both Indoor and outdoor decorated trees
