PB joins with GCTF to draft new solar bylaw

In a joint workshop meeting between the Planning Board and Green Community Task Force, a beginning draft of a new town solar bylaw was put up for review.
Presenting a model state bylaw as a template, both boards began in-depth discussion, comparing the state and nearby town models such as Stowe and Templeton into constructing a new bylaw. A new solar bylaw will seek to amend or correct problems raised by Lunenburg’s current version.
However, all immediate solar projects, such as the proposed solar farm on Electric Avenue by EPG Solar, a Maryland-based solar company owned and operated by Michael Borkowski and Robert Babcock, will be governed by the town’s current version.
Outlined by the board were two definitions for renewable energy projects; net metering and qualified facility. EPG’s project falls under the purview of the net metering definition – a policy in which the owner of a renewable energy facility receives retail credit for a percentage of the electricity generated.
“We had a meeting with Unitil last week to ascertain the process and what need to go to,” Planning Board Chair Toby Bakaysa said. “They [Unitil] had a packet for application about municipality for residential or commercial property, and how net metering is applicable to municipalities.”
